Does salt cause water to boil faster for the same reason it causes ice to melt?

You put a pinch in a pot of hot water if you want it to boil faster, you sprinkle it on the driveway/road in the winter to melt the ice/increase traction (i realize the traction is added because of the gritty texture, but the melting part is more what I'm getting at)...?
