What is better for steep hills in stormy weather for SUV, AWD of FWD?

There is sun here maybe twice a week at best but it rains almost every night and dont get me started on thunder showers! I am worried about traction and friction for the environment I live in but I dont know what is better for what I am asking for, All Wheel Driver or Front Wheel Drive(2x4?).
